Public Comment Period Concluded; Final Day of Service May 22

On May 11, 2026, the City of Rock Hill and My Ride concluded a 30-day public comment period to gather feedback on proposed service changes aimed at addressing ongoing operational challenges related to the electric bus fleet.   

The proposed service changes were developed in response to significant operational challenges resulting from the inability to access parts due to the bus manufacturer's bankruptcy. Faced with significant and pervasive reliability issues with the Proterra fleet, the City sought and was granted a useful life waiver by the Federal Transit Administration, which removes the financial responsibility of our current fleet, but does not provide funding for replacement vehicles.  

The dwindling number of operational buses and ongoing maintenance issues have limited the City’s ability to consistently and reliably operate fixed-route service. The transition to a demand-response model is intended to offer a more flexible and sustainable option under these circumstances, allowing passengers to be picked up from their location and taken directly to their destination within York County, rather than along specific routes solely in Rock Hill.  

We sincerely appreciate the time and thoughtful feedback provided by passengers, community members, non-profit organizations, and healthcare providers during the public comment period. The comments reflect the vital role public transportation plays for a wide range of passengers, including individuals experiencing homelessness, households without vehicles, non-drivers, and individuals with disabilities.    

We recognize the concerns expressed regarding access, affordability, and reliability. The Public Comment Period highlighted several key considerations, including:   

  • The need for trip scheduling options that do not rely solely on phones or advance planning.  

  • The importance of maintaining affordable transportation for low-income passengers.  

  • The necessity of ensuring reliability and adequate capacity to meet demand.  

  • The value of preserving connections to major destinations and community service providers.  

Based on the feedback received, the City is actively coordinating with York County Access on service improvements designed to support concerns raised during the comment period, including options for same-day rides, booking alternatives, destination accessibility, how-to-ride guidance, and enhancements to staffing and customer support.  

My Ride fixed-route and accompanying free paratransit service will end at the close of business on May 22, 2026. We encourage My Ride passengers to utilize demand-response service operated by York County Access starting May 23, 2026.
